The Head Start program was created in 1965 to address the educational and developmental needs of our nation's most vulnerable citizens- young children.

Over the past 51 years, Head Start programs have been operated at the local, grassroots level across the country. Through Head Start's comprehensive service system for both children and their families, thousands upon thousands of children have been given the chance to be and to do their best in order to achieve their potential in school.

Head Start provides the opportunity for every child to develop the building blocks for learning- physical and nutritional well-being, social and emotional competence, and developmental growth. Head Start works with families to strengthen them and support them in moving toward greater self-sufficiency.

Pennsylvania Child Abuse History Clearance

Effective July 1, 2018

Electronic Submission

  • The Pennsylvania Child Abuse History Clearance application can be submitted on-line. Create an account or log into the Child Welfare Portal at https://www.compass.state.pa.us/cwis Note: You will need an email address to create an account
  • Purpose of Certification:  “An individual 14 years of age or older applying for or holding a paid position as an employee”
  • Fee:  $13.00, payable with credit/debit card
  • Creating an account and submitting your clearance application online will give you immediate access to your results or the status of your results, if your results cannot be processed immediately
  • Print your clearance for submission to Human Resources

Paper Submission

  • Paper submissions of the Pennsylvania Child Abuse History Clearance application (CY113) will be accepted for anyone who may not have access to the internet. To access the form: http://www.dhs.state.pa.us/cs/groups/webcontent/documents/form/s_001762.pdf
  • Purpose of Certification:  “An individual 14 years of age or older applying for or holding a paid position as an employee with a program, activity or service” Fee:  $13.00, Money Order ONLY (no cash or checks) payable to “Pennsylvania Department of Human Services”, send it to Childline and Abuse Registry, PA Department of Human Services, PO Box 8170, Harrisburg PA 17105-8170.
  • Processing time:  Approximately 3 weeks
  • When the clearance is processed and returned/mailed back to you, the original document is to be presented to Human Resources

Pennsylvania State Police Criminal History Check

Directions for completing the form, on-line

  • On-line Application:  Pennsylvania Access to Criminal History at via https://epatch.state.pa.us/
  • Click on the link to “Submit A New Record”
  • Read through “Terms and Conditions” and click the “Accept” button
  • Complete the form; for “Reason for Request” select “Employment”
  • You will be prompted to pay $22.00 by credit/debit card
  • Once processed, you are to click on the Control Number hyperlink (blue) to view the details of the specific record and print it out.

This screen will have the state logo as a watermark.

FBI Fingerprint-Based Criminal Record Check

Effective December 1, 2017

Instructions on How to Register

The fingerprint-based background clearance is a multiple-step process for registration and making an appointment to submit for the fingerprints at a designated site, via online provider IdentoGO/IDEMIA. Payment is due at time of registration, fee of $22.60, payable by credit/debit card.

  • The applicant must register on-line prior to going to the fingerprint site. Registration is at https://uenroll.identogo.com via the Department of Human Services.
  • A service code is required in order to schedule an appointment at an IdentoGO location: 1KG756
  • The Applicant will be required to enter the Digital Fingerprinting 1KG756 Service Code Indicating PA DHS Employee >=14 Years Contact with Children
  • Applicants will register/enroll AND schedule an appointment time with a provider (list will be given during the registration process).
  • Applicants are instructed to print out the registration form and take it with you to a fingerprint site for fingerprinting. The location of the fingerprint sites and days and hours of operation for each site are posted on IdentoGO website. The location of fingerprint sites may change over time so applicants are encouraged to confirm the site location nearest to their location.
  • Once processed, results are mailed to your address of record.  This unaltered document is to be presented to Human Resources.

Pre-Employment Physical Examination, including TB Screen

Per the National Head Start Act of 2007 and Federal Head Start Program Performance Standards, all employees must submit for a health screening for Tuberculosis (TB Mantoux/PPD test), considered a Pre-Employment Physical Examination, upon consideration for employment and prior to the employee’s first day of hire. Upon applicant’s acceptance of employment, appointments are scheduled with an agency provider by LCHS Human Resources. There is no cost to the applicant for this initial pre-placement exam.

Note

  • Current or past Head Start Parents, who have, or previously had a child(ren) attend Head Start within 2 years, will be reimbursed forthe PA State Police and Child Abuse Clearances upon hire.  The cost of the FBI Fingerprints will be with the individual.
  • Failure to submit to the Pre-Employment Physical Exam/TB Screen and to provide required Background Clearance documentation will result in the withdrawal of further consideration for employment.
